Change pdf page but not text box

Hi,

Can I replace the image of the pdf page by leaving the text boxes in place?

And can I move all the text boxes together in a layout?

Sure, just put a variable graphic frame at the lowest layer (Layers -> Send Frame to Back). If you don't want the static background at all, you can also check the "Suppress PDF background in composition" box on the Graphics tab of the Composition Settings.

And can I move all the text boxes together in a layout?

You can use a repeatable component (Template Page) for that. Please refer to the FusionPro VDP Creator User Guide for more information.
