From the menu in Acrobat, select FusionPro -> "Edit Rules." Then Click "New." Then, under Rule Type, select "Callback." Select "OnRecordStart" and click "Next." This creates an empty OnRecordStart rule.

There are lots of different things that can be done in the OnRecordStart rule, including turning body pages on and off (with FusionPro.Composition.SetBodyPageUsage), setting record repeats (with FusionPro.Composition.repeatRecordCount), skipping records, chunking output (with FusionPro.Composition.OpenNewOutputFile), suppressing/moving/resizing frames and pages (in FP Server and Producer), injecting variables (with FusionPro.Composition.AddVariable), just to name a few.
