counting lines

Hi Everyone,

 

I'm looking for some help to build a rule. I have 6 Fields the client can populate.

The customer has the option of having up to 3 speakers with text beneath each and the max line count varies depending on the number of speakers. There will always be at least 1 speaker. For 1 speaker they can have up to 19 lines of text. If there are 2 speakers, they can have up to 8 lines for each speaker. If there are 3 speakers, they can have up to 5 lines for each. I'm attaching a pdf for reference. If anyone can help, that would be great.
