Combine OnJobStart and standard composition

I am working on a project that utilizes the "How to return multiple records in the same output file" technique in the Rules System Guide (p110). The client also wants single record variable data to fill in around the list.

 

Example:

 

Top of the page has a Section Leader related to the current records on the page, and the bottom of the page has a section description related to the current records.

 

Header: "Section Leader X - Determined by single record in output file"

 

Body: "Multiple records from same output file"

 

Footer: "Section description - Determined by single record in output file"

 

The problem is that I can only use "body overflow" for one text frame, so the other two text frames can not continue onto the following pages.

 

Is there a rule that can be set up in a Callback that will compose the single record information before or after the multiple record portion?
