gutter must always begin after longest row in 1st column

I'm trying to create a bilingual envelope (see attached) where the fixed gutter width (0.2") between the columns always begins from the longest row in column 1. Column 1 will vary in width to a maximum of 2.5".

 

Therefore, if the longest row in Column 1 is 1" or 2", the gutter must always be .2" from that longest row.

 

The "Wrap Text" option would work if the text box would adjust to the size of the longest row/cell.

 

Is this possible in Fusion Pro?
