Blacklisted IP ranges?

I am often accessing Printable forum through my ADSL connection provided by t-com.sk (a Deutsche Telecom company) but depending on what IP number I get from the ISP I might or might not be allowed to access the posts on the Printable Forum. Often I see message like this:

Forbidden

You don't have permission to access /showthread.php on this server.

 

Apache/1.3.39 Server at forums.printable.com Port 80

---------------------

 

This particular message was presented when my computer was using IP number 78.99.57.88

 

In order to make this post I was forced to use an anonymous proxy that provides me with an IP number from US, but it is a real hassle to always have to switch that on. Could you please fix the IP (range) blocking "feature"?
