Variable Fields/Rules

I have a variable text frame that contains a typed message with variable fields flashing in and out, and a second message poping in and out based on the switch rule.

 

I.E. in Edit Text Option -

My message with a variable fields (city), (division) and following is the switch.

 

(Switch rule message)

 

However, when I go to preview and print, my switch rule wants to lay/print on top of the typed variable message.

 

What am I missing here? What can I do so it previews and prints exactly how I have it laid out above.

I don't understand what you mean by "flashing in and out" and "popping in and out." Can you clarify? Perhaps posting the code for your rule(s) and/or an attachment of what your output looks like would help.
