I'm finding that changing the <tracking> of text has no effect when the characters in question are within <superscript> tags.

Is there a way to change the order of elements in terms of layers? I have an image that should appear on top of another image, but due to the order I created the frames in, it appears behind.
Is there an elegant solution to reordering frames or do I just need to be contentious of the order they are created in?
I'm creating the frames in Acrobat, not using InDesign.
Thanks
