Add a static back page to an overflow page

I started with a 2 page document, 1st page contains a variable text box and the 2nd page (back side) is a static page. I then added a 3rd page which is overflow page for the variable text box since not all text fits in the text box on the 1st page.

How can I add the 2nd static page to the back of the overflow page?
